Rayna is the Senior Economic Development Analyst at HdL Companies, in the ECONSolutions division. In her role, she partners with local governments to provide essential information and consultation aimed at achieving economic growth at the city level. Her work includes marketing, incentive analysis and deal structuring, and advising on tax revenue drivers. Prior to joining HdL Companies, Rayna was the Economic Development Director for the City of Navasota, where she focused on economic development and also contributed to grant writing, parks and recreation, and tourism initiatives. Rayna has a strong passion for downtown revitalization, small business development, local entrepreneurship, and placemaking. She holds a Master’s Degree in Public Administration from The Bush School of Government and Public Service at Texas A&M University, which she earned in 2020.
